Here's where I'm not sure how to generate 3 copies with the same page number with different footers. I can create separate masters and have each exported with their numbers, then I end up with 3 PDFs, each numbered 0500 to 1499. But I can't manage to merge them while keeping all of the page 0499 together, merge documents just appends.
